With the launch of the Center for Zoning Solutions, Smart Growth America is seeking a Program Manager with 3-5 years of experience and interest in zoning to primarily manage technical assistance projects for a new technical assistance and convening program of work focused on land use and health equity. The program manager will report to the Director of Land Use and Development while also closely working with the full Land Use & Development team across a number of projects. The position offers an exciting opportunity to join the growing Center for Zoning Solutions team in the first year of the program.
This role involves program planning and management, and ensuring that all technical assistance initiatives meet project goals and partner expectations. Key projects will include but are not limited to:

The Land Use and Development team at Smart Growth America is focused on how land use, development, and real estate can advance SGA’s mission and vision for equitable, sustainable development. The Land Use and Development team’s topic areas include real estate development, affordable housing, planning, zoning, development finance, climate adaptation, and brownfield redevelopment.
The Center for Zoning Solutions is the Land Use and Development team’s newest program, building from SGA’s long-time engagement and expertise. Some examples of the type of work prepared by the Center for Zoning Solutions include Eliminating Zoning Barriers to Affordable Housing, the Form-Based Codes Award, and the Massachusetts Equitable Development Technical Assistance Program.
This role will utilize expertise on zoning, housing, and land use topics, as well as project and program management experience. This position will manage projects with long timelines and complex sets of tasks, including engagement by the SGA team and partner organizations, including local governments and community-based organizations.
Focus areas include why and how to promote land use and health equity, how to deliver affordable housing near transit, how to advance land use reform, and more. Land use, zoning, housing, and the interconnectivity between the three topics will be a key topic of focus throughout the work.
This role is directly supporting the newly launched Center for Zoning Solutions, SGA’s home for the zoning reform movement. CZS shares research and reports, contributes to federal advocacy efforts, hosts educational programming, and supports communities across the country to tackle barriers to smart growth and advance policies to encourage mixed-use development, location efficiency, and diverse housing options.

Salary is commensurate with applicable experience, with a range of $65,500–$70,000. The successful candidate would need to have at least 3–4 years of progressively responsible experience, most of the preferred and quantitative skills, project management experience, and mission alignment to be considered for a salary at the top of the range. Internal equity is also a factor in determining a final salary.
