An effective Complete Streets policy does not assume that local legislatures and communities know what Complete Streets are. Instead, good Complete Streets policies understand and complement their community’s context and focus on practical, affordable, measurable, and flexible solutions. The best Complete Streets policies continuously update to reflect changes in their communities – and have codified rules and guides clearly into their Codes of Ordinances.
