Center for Zoning Solutions

The Center for Zoning Solutions is our home for the zoning reform movement. We share research and reports, lead federal advocacy efforts, and support communities across the country to tackle barriers to smart growth and advance policies to encourage mixed-use development and diverse housing options.

Our advocacy efforts

The Center for Zoning Solutions (CZS) leads advocacy efforts to promote zoning solutions that foster equitable and sustainable communities. We focus on developing and implementing standards for form-based codes, educating stakeholders, and influencing policy changes.

Promoting zoning solutions

Our advocacy work is centered around:

  • Developing standards for form-based codes: Establishing clear guidelines for successful implementation.
  • Writing, reviewing, and administering form-based codes: Assisting communities in the creation and management of their codes.
  • Educating about form-based codes and other zoning solutions: Providing training and resources to stakeholders.

Exemplary form-based codes

These codes focus on:

  • Quality of the space between buildings: Enhancing public realms.
  • Building scale, placement, and facades: Ensuring buildings contribute positively to the streetscape.
  • Public and private open spaces: Creating accessible and enjoyable areas for all.
  • Streetscapes: Designing streets that are safe and inviting for pedestrians.

Criteria for exemplary form-based codes

  • Promotion of good urbanism: Encouraging vibrant, walkable neighborhoods.
  • Predictable street character: Ensuring consistent and appealing streetscapes.
  • Ease of implementation and use: Making codes straightforward for communities to adopt and apply.
  • Distinguishing features: Highlighting unique aspects that set a community apart.
