Our transportation systems have historically divided communities, particularly communities of color. It’s time to undo that damage with intentional, equity-focused action. Explore our strategic recommendations designed to repair past harms, prioritize safety for all, and ensure that every investment improves access and opportunity for those who need it most. Together, we can build a future where our streets and systems serve everyone, fairly and justly.

Recommendations for the Future

1. Measure What Matters Most

1-1: State DOTs Should Measure Access to Everyday Needs

  • Shift the focus from vehicle speed to measuring how well communities can access essential services like jobs, healthcare, and education, particularly for those without cars.

1-2: Quantify the Negative Impacts of Transportation Investments

  • Develop comprehensive metrics to capture the economic, environmental, and social costs of transportation projects, especially in communities of color.

1-3: Provide a Fuller Picture of Traffic Deaths

  • Expand data collection to include all traffic fatalities, with a focus on vulnerable road users like pedestrians and cyclists.

1-4: Align Funding Priorities with These Measures

  • Use these new metrics to guide project funding, ensuring that equity and accessibility are prioritized. 

1-5: Measure Performance for Vulnerable Communities

  • Transportation agencies should evaluate how their systems perform specifically for marginalized communities and adjust policies to close performance gaps.

2. Repair the Damage and Stop Repeating Past Mistakes

2-1: Stop Perpetuating Past Harms

  • Cease planning and executing highway projects that further divide and damage communities, particularly those already impacted by past decisions.

2-2: Prioritize Reconnecting Communities

  • Focus on projects that mend the social and physical fabric of divided communities, using federal funds to support these efforts.

  • Treat every repair and maintenance project as an opportunity to redesign roadways in a way that promotes equity, safety, and accessibility.

3. Prioritize the Safety of Everyone Over the Speed of a Few

3-1: Clarify When High-Speed Travel is Appropriate

  • USDOT must provide clear guidelines on where high-speed vehicle travel is necessary and where it is not, prioritizing safety in densely populated areas.

3-2: Update Models to Prioritize People Over Speed

  • Revise transportation models to focus on the needs of all users, particularly non-drivers, rather than solely on vehicle throughput.

  • Ensure that all street redesign projects prioritize the safety of pedestrians, cyclists, and public transit users over vehicle speed.

4. Always Consider Land Use and Transportation Together

4-1: Provide Tools for Integrated Planning

  • Federal agencies should develop tools that allow infrastructure and land-use planners to assess the combined impact of transportation and land-use decisions.

4-2: Factor in Transportation Costs in Siting Decisions

  • All agencies must consider the transportation implications of siting decisions, ensuring that essential services are accessible without undue travel costs.

4-3: Define Affordable Housing to Include Transportation Costs

  • Housing should only be labeled as affordable if it accounts for the combined cost of housing and transportation, ensuring that residents can easily access jobs and services.

4-4: Update Land-Use and Zoning Rules

  • Reform zoning to promote mixed-use developments and reduce the need for long commutes, making it easier for residents to access essential services by various modes of travel.
